Scott Richard Andersen is the Deputy Director of IREX Romania’s Bill & Melinda Gates Foundation Biblionet Romania program. Prior to his work at IREX Scott served as the Chief of Party at the National Democratic Institute for International Affairs in Romania where he directed parliamentary, constituent, women’s and minority outreach programs. Scott served as a professional associate to the Delegation of the European Commission to the United States at the European Union Center, and as program officer to the Soros Foundations’ ITC /University Internet Center program in Russia. He holds a Juris Doctorate in Comparative and International Law and a Master’s Degree in Russian, East European and Central Asian Studies from the University of Washington.
